The short version
- Benton PUD: heat pump rebates from $200 to $1,200, and $800 for ductless. Electrically heated homes only.
- Richland Energy Services: rebates or low-interest loans on efficient HVAC through authorized contractors.
- Franklin PUD: no heat pump rebate listed right now. A $100 smart thermostat rebate is.
- Federal tax credit: gone for heat pumps installed after December 31, 2025.
Rebate amounts change and programs run until the money runs out. We checked every number below in October 2026. Always confirm with your utility before you buy.
First, figure out your utility
Rebates follow your electric utility, not your city. Grab your power bill and look at the name on top.
- Most of Kennewick and much of Benton County is served by Benton PUD.
- Homes inside Richland city limits are usually on Richland Energy Services, the city utility.
- Pasco and most of Franklin County is Franklin PUD.
- West Richland, Benton City, Prosser and Finley can vary by address. Check your bill.
Benton PUD heat pump rebates
Benton PUD has the most straightforward program in the Tri-Cities.
- Heat pump rebate: $200 to $1,200. The amount depends on the type of upgrade.
- Ductless heat pump rebate: $800. Built for homes heated with baseboard, ceiling cable heat, wall heaters or an electric furnace.
- Your home has to be electrically heated to qualify.
- The rebate comes off your contractor's invoice. You do not wait for a check.
- You have to use a contractor on Benton PUD's approved heat pump list. That contractor submits the paperwork.
- The rebate will not be more than the cost of the project, and it lasts until funding runs out.

Richland Energy Services rebates and loans
The City of Richland offers rebates or low-interest loans for energy efficient HVAC equipment and weatherization. You pick a rebate or a loan. If you take the loan, the rebate comes off the loan balance.
The city does not post fixed dollar amounts online. They ask you to talk to one of their authorized contractors about what your home qualifies for. There is also a program for income-qualified families who want to install a heat pump.
Richland Energy Services is at 509-942-7431.
Franklin PUD (Pasco)
Franklin PUD's rebate page does not list a heat pump or ductless rebate right now. It does offer $100 on select smart thermostats, which pairs well with a new heat pump. Applications are due within 60 days of purchase.
Programs change, so call their Energy Services team at (509) 547-5591 before you rule it out.
What about the federal tax credit?
The federal Energy Efficient Home Improvement Credit, known as 25C, used to cover up to $2,000 on a qualifying heat pump. It ended for equipment installed after December 31, 2025. If someone is still selling you on it in 2026, ask questions.
Is a heat pump worth it without a rebate?
Often, yes. A heat pump heats and cools with one system. If you have an old AC and an old furnace, that is one install instead of two. Modern units handle Tri-Cities winters fine when they are sized right.
Gas homes that want a backup for the coldest nights can go dual fuel. The heat pump does most of the work and the furnace kicks in when it gets really cold.
Still deciding between a heat pump and a new furnace? Read repair or replace your furnace first.

Questions
Is there still a federal tax credit for heat pumps?
No. The federal 25C credit for heat pumps ended for equipment installed after December 31, 2025. Utility rebates are the main money left on the table.
I heat with natural gas. Do these rebates apply to me?
Mostly no. The Benton PUD heat pump and ductless rebates require an electrically heated home. A heat pump can still make sense for gas homes, especially as a dual-fuel setup, but plan on it without the rebate.
Do I have to use a certain contractor?
For Benton PUD heat pump and ductless rebates, yes. The work has to be done by a contractor on their approved list, and that contractor submits the rebate. Richland Energy Services also works through authorized contractors.
How do I know which utility I have?
Look at your power bill. The name at the top is your utility. Rebates follow the utility, not the city name on your mailing address.
